Light the scene and if you can put some blue gels on the lights, or white balance the camera with a blue gel. Or make it dark in your editor. Always use lighting and try to make it appear dark

You should try to get an infrared lightsource, if you want to shoot in low light.
If you are thinking of the greenish nightshot stuff, that is obselete, the best resolution comes from B&W
Even if you try an infrared light, the camera you have (very expensive) will go into a mono tone mode, sort of like B&W. It will pick up the light though.

Alot of cameras, while not having Nightscene, have a lowlight setting. Problem with that though, is the framerate is shot, and you get about 4-6 frames a second, which never looks good. Extra lighting is your best bet. I bought little clamp-on spotlights at Ikea wich are terribley portable, they fit right in my camera bag, beside my camera, and are quite cheap.

add enough lighting to satisfy your camera – then make things dark with your video editor to satisfy you.

Are you planning an illegal activity for which you need to disable CCTV? I cant tnink of any other reason anyone would want to know how to disable the equipment. Im surprised anyone would offer tips on how to do this. Advice on how to do things like this are how events like 9-11 are made possible.

Most night vision equipment operates by enhancing exsisting light. So yes, a sudden flash or drastic change in light will blind the equipment temporarily untill it ajusts.
